Call for Expression of Interest for Independent Engineer Services

On 14 January 2019, Jan De Nul Group, acting through Payra Dredging Company Ltd., and the Government of the People’s Republic of Bangladesh, represented by the Ministry of Shipping and acting through Payra Port Authority, entered into a Public Private Partnership (PPP) agreement for the development, capital dredging and maintenance dredging of 75-km long access channels, turning basins, anchorages and berthing areas to secure the safe nautical access and operation of 40,000 DWT bulk carrier vessels with a draught of 10.5 m.

Both parties, Payra Dredging Company Ltd. and Payra Port Authority, are now looking for a consulting engineering company, with no conflict of interest, and with the required technical, commercial and contractual expertise to act as the Independent Engineer for the purposes of the PPP.

The Independent Engineer is to be an independent adviser providing services which include the technical, contractual, legal, financial, quantity survey vetting, progress monitoring, health, safety and environmental compliance and independent engineering assistance to the Contracting Parties during the Project construction period.

Interested consulting engineering companies must submit their Expression of Interest in the English language.

The submission shall be sent in electronic (PDF) format to info@jandenul.com, for the attention of Mr. David Jonckheere, before 16h00 (Bangladesh time) on Monday the 11th of March 2019.

The email header should read Payra Port Project: Expression of Interest for Independent Engineer Services. The submission shall be one complete document with a file size not exceeding 20MB. The Contracting Parties reserve the right to disqualify any submissions containing corrupted files.

A USB, and two hard-bound copies of the submission, must arrive at PDCL, c/o Vertex Chambers, Tower Hamlet (14th Floor)n 16 Kemal Ataturk Ave, Dhaka 1213, Bangladesh, for the attention of Mr. Hans De Vuyst, before 16h00 (Bangladesh time) on Tuesday the 12th of March 2019.
