On demand of the Flemish Government, De Werkvennootschap searched via a competitive dialogue procedure for a suitable private partner. The consortium SPI.R0 became the preferred bidder through this procedure.
This Public-Private Cooperation is part of the bigger Program ‘Works on the Ring’. The project focuses on improving the traffic flows and safety on the R0 and A201, heightening the liveability around the R0 with an eye for nature, and a better multimodal accessibility of Brussels Airport and surrounding areas.
The existing traffic junction connecting the A201 with the R0, will become a compact ‘Single Point Interchange’. The existing flyovers will disappear and are replaced by one new bridge over the Ring. On top of the bridge, one traffic junction shall regulate the traffic flows.
Lydia Peeters, Flemish Minister of Mobility and Public Works: “This is a new, big step for the mobility and liveability in the Flemish periphery. The new infrastructure will take care of a better multimodal access to the airport area. We heighten traffic safety and -handling and also improve the transit on the Ring. Along with big investments in public transport and bicycles, this will considerably increase the accessibility of Brussels Airport and business parks. At the same time, we improve the quality of life in the surrounding residential areas and restore the Woluwe Valley, a stream which is uncovered and given back to her surroundings.”

The refurbishment of the flyover will last 3,5 years.
The consortium is going to be responsible for the Design, Build, Financing and 30 years of Maintenance of the new infrastructure.
In the first phase, SPI.R0 will compile and hand in the environmental permit dossier. The design will then be finetuned and extensively discussed with all stakeholders: local governments, residents, businesses, users, ...
Once the environmental permit has been issued, the works can start for a duration of 3,5 years.
The new situation gives space back to nature and community.
The new traffic situation will take up less space, thanks to which the historic Woluwe Valley wins back space. A new blue-green park valley shall connect existing residential areas and nature reserves again. Bicycle infrastructure will also be kept in mind.
